This tutorial shows how to remove reviews and ratings feature completely in Magento themes.

Open your Magento admin panel and navigate to System -> Configuration.
Select the Advanced -> Advanced -> Disable Modules Output
Scroll down to Mage_Review and choose Disable among the dropdown.
Push the Save Config button and refresh the site.
